Canada’s online gambling market was worth some $3.9 billion in 2024. Land-based gambling operators added another $3.6 billion to the total. That’s no small change, and there are dozens of Canadian businesses making tens or hundreds of millions of dollars a year from the gambling market. But which companies are doing the very best?
Well, the Canadian gambling sector is dominated by the various provinces’ state-operated lottery and gambling services. If this list was purely financials, three out of the four would be Lottery-running private/government partnerships.
So in the interest of keeping it, well, interesting, these are four of the biggest in their respective gambling niches – lottery and online gambling, land-based casino gambling, business to business operations and first nations casinos.
Ontario Lottery and Gaming Corporation
The Ontario Lottery and Gaming Corporation is the undisputed heavyweight champ of Canada’s online gambling sector. Despite it being the only province to have an open online casino market with lots of competitors.
Speaking of, if you want great VIP rewards and loyalty perks for Canadian players, Ontario has a great alternative to the lottery’s online gambling. A top online casino offers thousands of globally popular slot games, table games and live casino titles plus regular rewards and loyalty bonuses to help you stay in the game for as long as you want.
Some of the gambling products the OLG offers include:
- Online slot style games, mostly developed in house
- Online lottery scratch offs
- Physical lottery sales and scratch offs
- Partnerships with physical casino operators
- Online bingo
- Proline+ sports betting brand
The OLG’s total gross gambling revenue in 2023 was CAD$4.7 billion. That’s almost double the nearest provincial gambling competitor – Lotto-Quebec – which made $2.9 billion. OLG returned $2.37 billion to the Ontario government in that time. Although impressive, that is down 6.5% on the previous year. Although it remains dominant the OLG has been impacted by the rise of competing online casinos.
Great Canadian Entertainment is the Largest Land-Based Operator
Great Canadian Entertainment was founded as the Great Canadian Casino Company in 1982. It started out running charity casinos in Vancouver, before expanding across the country. In 2022 it rebranded to Great Canadian Entertainment, which it said represented a shift in focus from just gambling to large scale casino and hospitality venues.
Great Canadian Entertainment currently runs 25 casinos and casino resort hospitality venues across Canada, in five Canadian provinces.
- Great Canadian Casino Resort Toronto
- Pickering Casino Resort in Pickering, Ontario
- River Rock Casino Resort in Richmond, BC
- Casino New Brunswick
- Shorelines Casino Belleville
Great Canadian Casino Resort is the largest and newest casino in Canada. It opened in June 2023, having cost a cool $1 billion to build. It has a 328,000 square feet gaming floor, with around 5000 slots and 150 table games. The resort-style venue also has multiple bars and restaurants, a concert hall and a 400-room hotel tower.
Interestingly, in September 2024 the casino resort hosted a wild party that spilled out onto the gambling floor. Intoxicated guests reportedly interfered with in-progress table games and shocked elderly gamblers with inappropriate behaviour. The casino was handed out a CAD$350,000 fine over the incident.
The operator is a privately held company so financial figures aren’t always available – but it has been reported Great Canadian was pulling in revenues of more than $1 billion per year before the pandemic. The company operates more than 20,000 slot machines across its two dozen gambling venues, and hundreds of table games.
Bragg Gaming Group is a Growing B2B Operator
In the world of gambling, the top B2B (or business to business) companies can sometimes grow to rival the casinos themselves in size and scale. Bragg Gaming Group, based in Toronto, is most likely Canada’s biggest success story in this space. It made $100 million in revenue in 2024, and its 2025 guidance suggests full year expected revenues of around $140 million.
Bragg develops a comprehensive suite of services for online gambling operators. From the smallest scale, like individual games or individual account management solutions, to the large scale, such as providing new online casinos with a huge selection of slots games in one package.
Bragg has acquired several large global slots developers in recent years, expanding into international markets. that has included:
- Atomic Slot Lab
- Indigo Magic
- Wild Streak Gaming
- Spin Games
- Oryx Gaming
Bragg has worked with a huge range of global gambling operators including some of the biggest in the game, like US giants FanDuel, BetMGM and DraftKings. In 2025 it launched an exclusive range of Caesars Palace-branded blackjack games, working in collaboration with legendary Las Vegas-based gambling giant.
Bonus Pick: The Saskatchewan Indian Gaming Authority
Although Canada’s First Nation-owned gambling business is not a patch on the huge tribal casino business of the US, it has its own success stories.
The Saskatchewan Indian Gaming Authority, or SIGA, operates seven casinos across the Saskatchewan province. It reported $269 million in revenues in 2023. Some of those casinos include:
- Bear Claw Casino & Hotel
- Dakota Dunes Casino
- Gold Horse Casino
- Living Sky Casino
It also launched the first online gambling site in its home province – PlayNow.com – which generates $100 million a year in revenue and growing.
Interestingly, SIGA donates all revenue back into the province. 50% is split among Saskatchewan’s First Nation tribes, 25% into local community run organisations and 25% to the province’s general fund.
