The Ministry of Home Affairs has invited public opinion and stakeholder inputs on the proposed Broadband Public Protection and Disaster Relief communication system network architecture developed for pan-India implementation. The principal administrative project will help to significantly improve the ability of police agencies and various public safety agencies in the country to communicate, coordinate, and execute more effectively. The ministry hopes to develop a comprehensive national communication backbone to bring modernism into the framework of emergency response, public safety operations, and natural disasters.
Objectives and scope of stakeholder consultation
The Broadband Public Protection and Disaster Relief network, in particular, is designed to provide advanced mission-critical operations throughout a range of government and emergency service organisations. The Mission Critical Push to Talk, Mission Critical Data, and Mission Critical Video services are these core services.
The prospective network will serve the needs of State and Union Territory Police, the Central Armed Police Forces, the National Disaster Response Force, fire services, emergency medical services, etc., and other essential public safety groups for maintaining internal security and disaster management.
The Ministry of Home Affairs is encouraging detailed recommendations and technical inputs regarding key aspects of network development and deployment to formulate a holistic and robust reference architecture for the system.
Design options, preferred underlying technologies, comparative technical merits and demerits, cost-efficiency metrics and practical suitability of various architectural approaches under different operating conditions across India are welcome inputs from stakeholders, the Press Information Bureau said.
Submission guidelines and process for feedback
A detailed Concept Note providing information about the proposed communications setup has been publicly released and placed on the Ministries of Home Affairs and the Directorate of Coordination Police Wireless websites.
Interested parties can find the document on the ministry web portal under the Home, Documents, Orders and Circulars section. The file is located in the Home, Documents, Stakeholder Consultations, Home, Announcements, and Home, What’s New sections of the Directorate of Coordination Police Wireless website.
All the stakeholders, technical experts, and citizens who wish to provide their comments have been asked to do so through the official emails: dd-ppdr@dcpw.gov.in and ad.ppdr@dcpw.gov.in.
The ministry has fixed a deadline of November 5 by which all comments and inputs must be put forward. All forms of email submission shall clearly state the specific subject line BB-PPDR Architecture — Stakeholder Feedback to ensure appropriate documentation and review by relevant stakeholders.
Conclusion
India’s Home Ministry initiative to elicit comments from the public on the proposed pan-Indian Broadband Public Protection and Disaster Relief communication network is a step in the right direction towards modernizing India’s public safety communication infrastructure. The government is building a collaborative effort with stakeholders and seeking expert advice on network design, technology, and cost-efficiency for services that are mission-critical for police and disaster response, including push-to-talk, data, and video sharing. This consultation process will help create an advanced communication network throughout the nation for all participating security and emergency response organizations, with the feedback window opening on November 5.
